Eight Days to April 17: Which BIR Filing Channel Should Your Business Use?

It is Easter Sunday, Araw ng Kagitingan is tomorrow, and when your office reopens you will have barely a working week left to settle your 2022 annual income tax return. The deadline is Monday, April 17, 2023 — moved from April 15 because that date falls on a Saturday this year. If the eBIRForms vs eFPS question has been stalling you, this guide settles it in one read, then walks you through filing before the clock runs out.

There are three ways to get a return into the Bureau of Internal Revenue's hands: eBIRForms, eFPS, and plain over-the-counter (manual) filing. Which one applies is not a preference — for many taxpayers it is a legal requirement, and picking the wrong lane in deadline week burns days you do not have.

There is one genuinely useful change this season. Under BIR Revenue Memorandum Circular No. 32-2023, issued March 2023, you may file and pay your 2022 annual income tax return (AITR) anywhere — at any Authorized Agent Bank (AAB, a bank accredited by the BIR to collect taxes) or Revenue Collection Officer (RCO, a BIR collector posted at a district office), regardless of the Revenue District Office (RDO) where you are registered. No wrong-venue penalty. Read it as relief for this filing season, granted by a circular — not a permanent rule.

eBIRForms: The Default for Most Philippine Small Businesses

eBIRForms is the BIR's filing route for taxpayers not on eFPS. You download the free Offline Package from the BIR website, fill out your return offline, validate it, then submit online. Minutes later you should receive a Tax Return Receipt Confirmation by email. Save it — that email is your proof you filed on time.

It is not optional for everyone. Revenue Regulations No. 6-2014, issued September 2014, made eBIRForms filing mandatory for non-eFPS taxpayers across 36 BIR forms, naming the covered groups: accredited tax agents and practitioners and all their client-taxpayers, accredited printers of official receipts and invoices, one-time transaction (ONETT) taxpayers, filers submitting "no payment" returns, and cooperatives registered with the National Electrification Administration (NEA) or Local Water Utilities Administration (LWUA).

Practical translation: if a BIR-accredited tax practitioner prepares your returns, you are almost certainly an eBIRForms filer already. And if none of those categories fit, use it anyway — it is free, and it spares you a bank queue in the busiest week of the year.

How eBIRForms Filers Pay in 2023

Filing and paying are separate acts here. Once your return is submitted and confirmed, RMC 32-2023 lets eBIRForms filers pay over the counter at any AAB or RCO, or electronically through DBP Pay Tax Online, LandBank Link.BizPortal, UnionBank's online channels, or a BIR-accredited tax software provider.

Here is what decides whether this week is calm or miserable. If your sales, expense, and payroll data already sit in a system, filing is a thirty-minute job. eFPS: Mandatory for Large and Government-Linked Taxpayers

eFPS — the Electronic Filing and Payment System, at efps.bir.gov.ph — merges the two steps: you file and pay in one online session, debited through a bank where you are enrolled as an eFPS-AAB user. That enrollment is the catch: it takes bank coordination and BIR activation, so you cannot switch into it on April 14.

Who must use it? As of this filing season, the mandated list covers large taxpayers duly notified by the BIR, the top 20,000 private corporations, the top 5,000 individual taxpayers, taxpayers bidding for or contracting with government offices, corporations with paid-up capital of at least P10 million, PEZA-registered entities, and government offices remitting withheld VAT and business taxes. It grew over a decade — Revenue Regulations No. 1-2013, issued January 23, 2013, pulled in National Government Agencies using the electronic Tax Remittance Advice.

One rule matters this season: under RMC 32-2023, if eFPS is unavailable or your form is not carried in the system, mandated filers fall back to eBIRForms. An outage during crunch week is not a defense for a late return.

Most of the eBIRForms vs eFPS confusion we hear comes from owners assuming eFPS is the more official option. It is not — it is the compulsory one, for a specific list. If the BIR has never notified you, eFPS is not your channel.

Over-the-Counter Filing in 2023: Still Allowed, With a Big Twist

Manual filing has not been abolished. Print your return, sign it, hand it across a counter with your payment — and this season, thanks to the file-and-pay-anywhere relief, that counter can belong to any AAB or RCO in the country, not only those under your home RDO.

The fine print bites. Cash payments to an RCO are capped at P20,000; checks are accepted for any amount. Owe P85,000 and walk in with cash, and the RCO window turns you away — go to an AAB or pay electronically.

The honest downside is the queue. April 17 is a Monday, arriving after Holy Week and a holiday already compressed the season, and everyone who postponed will be in that line. Treat over-the-counter as the fallback for unreliable internet or genuinely complicated filings, not the default. And if you are filing a "no payment" return, RR 6-2014 already routes you to eBIRForms — do not queue at a bank to hand over a return with nothing to pay.

The decision comes down to three lines. One: if the BIR notified you, or you fall into an eFPS category, you have no choice — eFPS, with eBIRForms as your only sanctioned fallback. Two: everyone else, eBIRForms is your default. Three: over-the-counter is for when connectivity or an unusual filing forces your hand — friendlier this year, because any AAB or RCO will take you.

Keep that last point in frame: the waived wrong-venue penalty is a relief measure for the 2022 AITR season under RMC 32-2023 — not a standing right to plan around.

How to File Your ITR Online Before April 17: A 6-Step Checklist

  1. Confirm your channel. eFPS if you are mandated, eBIRForms for nearly everyone else, over-the-counter only as a deliberate fallback. Settle this today, not on the sixteenth.
  2. Gather your books, certificates, and receipts. Sales records, expense documentation, and withholding certificates — BIR Form 2307 for creditable withholding, 2316 for compensation. Our guide to digital record-keeping for tax season covers keeping that pile searchable rather than stacked.
  3. Get the software ready. Download the latest eBIRForms Offline Package from the BIR website, or log in to eFPS. Do it early — a failed download on the evening of April 16 is a miserable night.
  4. Fill out the right form. Sole proprietors and self-employed professionals generally use BIR Form 1701 or 1701A; corporations and partnerships use the 1702 series — 1702-RT, 1702-EX, 1702-MX. Which one applies, and what goes on each line, is your accountant's call.
  5. Submit and save the confirmation. A successful eBIRForms submission returns a Tax Return Receipt Confirmation by email; eFPS issues its own reference. Save it, print a copy, keep it with the return.
  6. Pay through your channel's options. AAB, RCO, or an accredited e-payment gateway for eBIRForms filers; your enrolled eFPS-AAB for eFPS filers. File the payment confirmation with your books.

Before any of this runs smoothly, your registration details must be current — the right RDO, correct registered activities, an email address that receives your confirmation. And if the cash is not there on the seventeenth, file anyway. Under the Tax Code a late return draws a surcharge plus interest on top of the tax due, so filing on time is the cheapest thing you can do this week. Your accountant can price a shortfall; our advice is narrower — never let the return itself be the late part.
